Frequently Asked Questions

  • How will access and connection between Eagle Pointe and Four Lakes work? What is the road design and layout for the new homes at this access point, and will the new section - or will the connection between Eagle Pointe and Four Lakes, if any - be gated?
    In the proposed site plan, the existing fire road exit will be the only connection to Eagle Pointe. This fire and safety access must remain in place per area code. No other vehicular access between the two communities will be allowed. Additionally, enhanced landscaping will include an orchard planted on either side of the emergency access road. The current plan of our proposed community, Four Lakes of Chesapeake, will not be gated.
  • How are the common area, amenities and facilities being shared?
    Public facilities on the former golf clubhouse property will be owned and operated privately but will have exclusive arrangements for the homeowners of Eagle Pointe and Four Lakes. In addition to virtual golf experiences, a putting area and pickle ball, the shared amenities may include a silo bar, small amphitheater, and other outdoor gathering spaces. Indoor spaces may be re-purposed as a farm-to-fork restaurant and day spa. Weddings and other event rentals will be limited for these spaces. The former back 9 golf holes are proposed to be placed into a conservation easement. This property would have additional walking trails throughout that would be open exclusively for the use of Eagle Pointe and Four Lakes of Chesapeake homeowners. We encourage your input into the redesign of these trails. The proposed Four Lakes of Chesapeake will have its own clubhouse complex to include a clubhouse, pool, fitness center, firepit and sports courts. This new community will also have trails and pocket parks that will connect nature and neighbors. Some of these proposed trails and parks may be shared with Eagle Pointe residents. We would like to gauge interest among Eagle Pointe residents regarding the design and sharing of these amenities as we evaluate the best path forward for Four Lakes of Chesapeake and its homeowners.
  • Will Eagle Pointe roads be used for construction of the Four Lakes of Chesapeake community?
    No. We will strictly prohibit work crews for the proposed Four Lakes community from using Eagle Pointe roads.
  • Connecting to Eagle Pointe roads will give Four Lakes more sites to build houses, right?
    No. The emergency access point in place will remain as such in the newly proposed Four Lakes of Chesapeake plan. There will be no roadway connectivity except for emergency access to Eagle Pointe. As proposed, this area will be enhanced with an orchard for added buffering, privacy and beauty.
  • What are the size of the buffers?
    A vast majority of the Four Lakes homes around the existing golf course will maintain the buffer that currently exists. Most of the Four Lakes homes abutting the electric power line easement and the original front 9 holes of the golf course will be more than 200 feet from the nearest home in Eagle Pointe. A few homes will be about 160 feet away. Homes in Eagle Pointe are 50 feet from the property line, which is the center line of the electric power line easement. Most homes in Four Lakes of Chesapeake are proposed to be sited more than 100 feet from the property line and center line of the electric power line.
  • How far are homes required to be set back from the property line?
    Under Chesapeake city code, it is our understanding that lot lines must be set back at least 10 feet from the property line. The centerline of the 100-foot-wide electric power line easement serves as the boundary between the Four Lakes of Chesapeake and Eagle Pointe developments (creating a 50-foot easement in both Four Lakes and Eagle Pointe). We are proposing to add significantly greater distance from the edge of the power line easement, far exceeding the municipal requirements.
  • Can a water feature be installed along the buffer and power line between Eagle Pointe and Four Lakes?
    We are reviewing with our civil and environmental engineers, but we are not able to dramatically adjust water locations due to state and federal environmental restrictions and regulations. The current site plan dramatically increases the size of the existing lakes. The buffer between the communities will receive considerable attention to ensure site lines between the communities retain a natural and beautiful aesthetic.
  • We need some kind of aesthetics between neighborhoods as a buffer. What will Four Lakes do to achieve this?
    The Four Lakes of Chesapeake development team has the same interest at hand here and plans to spend the majority of landscaping design time and budget on enhancing this area. Emphasis will be placed on ensuring desirable views, with natural screening and beautiful aesthetics, from the backyards of homes sold in Four Lakes as well as from the backyards of homes in Eagle Pointe.
  • Will Four Lakes have a reversible nine-hole golf course?
    Based on feedback and concerns about the management and viability of the golf course in our initial plan, our latest draft plan does not include the reversible golf course, driving range and putting course. Instead, we propose to incorporate an indoor virtual golf center, putting area and placing the back 9 holes into a conservation easement and reforesting the property. Access to the nearly 100 acres of conservation easement would be restricted and private to homeowners of Eagle Pointe and the proposed Four Lakes of Chesapeake. This would NOT be public park area.
  • Can you describe how the land the back 9 holes once occupied will be managed in a conservation easement?
    Based on feedback received to date, the development team’s latest plan proposes to preserve the existing back 9 holes of the golf course as a natural area with enhanced buffers under the protection of a conservation easement. This would enhance privacy for Four Lakes of Chesapeake and Eagle Pointe homeowners while amplifying the community’s acreage of green space by nearly 100 acres. Additionally, this would reduce public traffic to the development while providing restricted access to homeowners in both communities to this natural area.
  • I heard that as a 55-plus community, Four Lakes of Chesapeake will have a negative impact on resale and property values at Eagle Pointe. Is that true? Could new homes create problems for potential/future resale of her home?
    Multiple factors influence the value of an existing home, including location, size, appearance, features, condition, age and surrounding environment. When appraisers look at a home, they check the employment opportunities in the area, quality of local schools, and the proximity to various amenities, like shopping, restaurants, theatres, and more. A well-maintained home will always hold value and potentially increase the value of surrounding homes in the neighborhood. The Four Lakes of Chesapeake development is being designed to offer five-star amenities highly desired by 55-plus buyers, and the homes will feature finishes and spacious one-level living designs that complement the homes in the neighboring Eagle Pointe community. The proximity to walking trails, the farm services and other five-star local amenities near Eagle Pointe will create value within the neighborhood while also strengthening values of well-maintained homes in the surrounding area.
  • What will be the price range for a one-story, two-bedroom, two-bath home? Are there floorplans to view for various size homes?
    The quality of construction, floorplans and exterior materials at Four Lakes of Chesapeake will be similar to Eagle Pointe and our new homes at Chickahominy Falls in Hanover County. While details have not yet been finalized, homes will be priced at market-based rates. We anticipate market conditions will result in pricing being higher at Four Lakes of Chesapeake than the pricing of the final round of new homes sold at Eagle Pointe.   • I just moved into Eagle Pointe and am interested in what you will have to offer. Will there be any single, detached homes in your plan?
    Four Lakes of Chesapeake will offer a wide range of single-level living floorplans in both attached and detached homes.
  • How will existing lakes be protected or changed?
    While federal environmental regulations preclude significant reshaping of existing lakes, we are proposing to enlarge several of the lakes. The lakes and all storm water management will continue to flow as is currently designed. Federal regulations are much more stringent now for storm water management than they were years ago when the golf course was designed. We are committed to developing this community responsibly and in a way that ensures homes and private property - at Four Lakes and in adjacent communities - are protected.
  • What is the situation on ownership and use of water in the existing lakes?
    Although the golf course property includes within its property lines the majority of all the lakes, the boundary of Eagle Pointe’s property does extend into several of them. However, the owner of the golf course owns and controls all the water rights and, thereby, does control the use and flow of the water in all the lakes. Originally (but not today), these waters were being used for community irrigation at Eagle Pointe. Today, Eagle Pointe must pay the City of Chesapeake for all the irrigation water, at a cost of tens of thousands of dollars a year. With the development of Four Lakes of Chesapeake, it may be possible for Eagle Pointe to once again get water from the lakes and greatly reduce its annual irrigation watering cost.
  • Will the new homes and road design negatively affect water flow and drainage or intensify potential for flooding?
    No, the enlarged lakes and stringent storm water requirements for new development would preclude negatively affecting water flow in the event of a major weather event. The applicable stormwater regulations and use of better stormwater practices and systems today are much more advanced and effective than those that resulted in the current water flow and flood prevention practices in place in the area today. Buffers between Four Lakes of Chesapeake and Eagle Pointe will be further enhanced to mitigate and better manage water flow that currently floods the golf course.
  • On your map, why are parts of the current lakes colored gray instead of completely blue?
    The current lakes are reflected in dark gray on our map. The lighter blue area represents a proposed expansion of the lake footprint.
  • How large is the parcel where Four Lakes of Chesapeake is proposed?
    +/-97.4 acres
  • What percentage of the land will be open (green), and how much residential to commercial?
    Plans for the Four Lakes of Chesapeake community include about +/-24 acres of common area, about +/-1.7 acre for the community clubhouse, +/-3 acres for farming and +/-3 acres for related buildings and parking.
  • What is the density of the new community?
    Four Lakes' design includes approximately 303 homes.
  • Will the Four Lakes of Chesapeake development have a condo association or homeowner’s association?
    Four Lakes of Chesapeake will have a condo association.
  • I’m concerned about noise and disruption associated with years of construction. What will be done to address these concerns? What kind of noise impacts are expected?
    As with any new development, there will be construction noise. We plan to phase construction in a manner that minimizes noise and disruption to existing homeowners. Construction phasing will begin in areas in closest proximity to Eagle Pointe and move away from this point in future phases. This will ensure construction nuisances will be minimized for homeowners of Eagle Pointe and any new homeowners in Four Lakes of Chesapeake.
  • If the developer fails and goes out of business, the potential loss to neighboring communities and property values could be heavy.
    Cornerstone Homes has been in business for 25 years. We have completed every project we have ever started. In the highly improbable event that Cornerstone experienced some sort of calamity, another developer would almost certainly take over because of the Four Lakes of Chesapeake community’s desirable design, market demographics and growing demand for 55-plus housing stock.
  • How will the Four Lakes of Chesapeake development – with its 300 houses, farm, restaurant and more – affect traffic flow?
    We anticipate there being an increase in traffic in the area. However, we believe the traffic associated with a 55-plus community such as Four Lakes of Chesapeake will be more manageable and compatible with the area than the higher volumes of traffic associated with an apartment complex or other higher-density, non age-restricted development.
  • The commercial aspects of the Four Lakes proposal bother me. Where will parking be for the development’s commercial ventures?
    All proposed parking is along Cahoon Parkway. We want to create a desirable community, and we want to be good neighbors. As commercial growth is already occurring in areas surrounding Eagle Pointe and the proposed Four Lakes of Chesapeake community, it is our intent to develop a community that thoughtfully incorporates commercial and recreational activities that offer something for everyone and provide “preferred” offerings to residents of Eagle Pointe and Four Lakes of Chesapeake. Walking and biking trails to the commercial locations will also be designed and encouraged.
  • What do you say to Eagle Pointe residents who argue there is nothing positive for Eagle Pointe in the Four Lakes of Chesapeake proposal, and that they should ‘hold the line’ against the proposed development?
    Our business revolves around designing highly desirable 55-plus communities. With 25 years of experience and access to the latest industry research, we know that neighboring communities realize significant benefits through their proximity to communities like Four Lakes of Chesapeake. We are committed to building a community that people want to live in and near. With higher-density residential and mixed-use development occurring near Eagle Pointe, it is unlikely that this parcel will remain undeveloped. We believe the Four Lakes proposal maximizes value for Eagle Pointe residents by offering a complementary neighborhood that maintains a natural aesthetic on the parcel. Additionally, we encourage your participation and feedback of the proposed plan to ensure neighborly long-term success.
  • If Four Lakes of Chesapeake isn’t built and the land remains as is, how frequently will the golf course be mowed?
    Mowing will be performed only to the extent required by Chesapeake City Code and will not be done to achieve desirable aesthetics. The landowner has indicated Eagle Pointe residents will not have access to any part of the existing course or trails and maintains the option to erect fencing to block unauthorized entry.
  • Won’t neighbors be able to smell manure used on crops at the Four Lakes farm?
    Woodside Farms at Chickahominy Falls community in Hanover County is similar in design to the proposed Four Lakes of Chesapeake community. The use of organic fertilizer at Woodside Farms in Chickahominy Falls is limited to a very small percentage of any soil augmentation. In more than four years of operation, there has never been a single complaint about smell from the farm at Chickahominy Falls. It simply is not an issue.
  • How will the public have a say in what happens at the Four Lakes site if rezoning is agreed upon?
    The Four Lakes of Chesapeake parcel is proposed to remain a planned unit development (PUD) designation, which allows for a combination of residential, recreational, agricultural and retail uses. However, it also requires very specific details and plans up front on each type of use, which could never change without a rezoning. This would include a public approval process and opportunity for comment, and everyone at Eagle Pointe would have to be notified. Furthermore, if a conservation easement and nutrient bank are approved to enhance the reforestation of the parcel, it would be virtually impossible to reverse this change.
  • Why can’t this land be used for an assisted living facility?
    This location is not ideally situated for such a use, and as far as we know, no assisted care operators have even shown interest in this site. Furthermore, an assisted care facility would occupy only a small portion of the land and would not offer the kinds of amenities, including walking trails and other recreational activities and services, or the level of landscaping and buffering planned for the Four Lakes of Chesapeake community. This also means an assisted care facility would not offer the potential for increased value of neighboring communities and land that Four Lakes will provide.
